South frost line depth

I live in Arkansas, and was trying to plan what I'm going to do with the mainline from meter to back flow, which is about 15 ft worth of pvc pipe. I called the water dept and they said the frost line is around 12 inch here in my state. Do y'all think it would be ok if I don't install a drain for this section of pipe if I bury at least 12"? I would need some sort of 1 inch stop and waste value which looks to be costly.
