Irrigation valve box low

I purchased a 26 year old home with UGS, there are 2 valve boxes which are set about 1’-1.5’ from the foundation. The system has 5 - 1” valves total, they are in a bit of a low spot with the top of the boxes being about 4” below grade. When the sprinklers run both boxes completely fill with water, is there any way I can fix this issue with out digging up all the valves and lines and re grading? Thanks in advance!

You can buy another valve box of the same size and place it on top of the existing box. That'll make it taller.
As far as the flooding valve box. That might be another issue. Where's that water coming from?
