Low Zone from House

Hey everyone, hope someone can guide me here.

I have 7 zones, all but one are working which is zone 3. Water will flow electronically and manually but not enough to pop the sprinkler heads up.I have dug up the lines and no leak, I have replaced the valve entirely to include the solenoid, and I have increased the psi from 50 to 70. All other zones electronically and manually work and when solenoid is removed the water shoots up two feet where as other working zones the water shoots in 15 feet when solenoid is removed.

Any direction is welcome.

Is the flow control turned down too far?
