system not performing

I am dealing with an existing system put in many years ago by who nows who, pipes seam to run everywhere and make no sense on how they were routed.sizes seem to change at will up and down in size throughout the system.

Here's the problem:
The zone has 12 Rainbird rotors 6 old ones prior to rain curtain design and 6 new 5000 series.

The system seams to have plenty of water but no poop. heads don't appear be operating at capacity and not watering properly.
distance between heads is on average 30 feet, all are running 4.0 gpm nozzles. most heads are only reaching 20 to 25 feet.

The main feed line is city water with a 2 inch meter to a watts back flow device and 2 inch main line feeding a 2 inch Rainbird PGA globe valve which feeds 1 1/2 inch supply lines. as stated before these change throughout the system, overtime a dig up pipe to fix a leak i fine a new pipe size.

water pressure at the the nearest valve is 41 psi, on the city side of the back pressure device the pressure is 60 psi

Any thoughts

P.S. after reading your tutorials it appears we may have goofed by putting in a 2 inch PGA valve on a 2 inch main line, but before that it had a 3/4 globe valve that didn't produce enough gpm for the 12 rotors
