Solenoid Issue

I am having issues with the solenoid at one station in my system. When I test for voltage at the control box I get 28 volts between my lead and common terminals. When I activate the station at the box and connect to the lead and common wires at the valve box I get 26 volts. When I disconnect the solenoid from the valve and connect it to the lead and common terminals at the control box the metal plunger is drawn into the solenoid and I can hear it "click". When I connect the solenoid wires to the lead and common wires at the valve (either screwed into the valve or just sitting loose) nothing happens. The valve will operate if opened manually. I have tried replacement solenoids but they too will activate if connected directly to the control box terminals, but not when connected to the wires at the valve.
Customer service suggested repairing the valve but I can't see where that would help if the solenoid is not working when it is not connected to the valve.
Please advise

Sounds like a wiring problem. Maybe there's not enough amps.

I'm reading 26 volts from the wires at the valve.
