Help with wires

Our siding installers had to move our Rainbird Controller. The very nicely removed all the wires from the numbered screw terminals. Now today I am putting it back together-but-whomever installed the thing initially used ALL black wires. Nothing is color coded. (Except for the Common wire thank goodness). Does it matter which power wire goes to which numbered screw terminal? Do I have to dig and follow all the wires to the valves or is there an easier way.

You could do a resistance test on each wire to see which ones have a complete circuit meaning they're most likely hooked up to a valve. Or, Just hook them up one at a time and see which section comes on. Or doesn't come on.
I'm assuming the common wire is white? You could go out to the valves and verify the common wire is the white one. I have a hunch you've already done this.
