Cannot turn off system

I just put in new manifold with rain bird control valves. Ran a manual test and one station will not turn off. So I turned off my control box. Still on. Disconnected all wires. Still on. The only way I can turn off system is to turn off the water coming in. HELP

Make sure the solenoid is snug clockwise.
Make sure there's a plunger inside the solenoid.
Open the valve to look for debris keeping the valve from shutting off.
Look for missing parts like a spring or diaphragm seat.
Make sure the diaphragm is ok. Someimes the seat washer is messed up on a new valve.
Take the solenoid off and see if the plastic white retainer is keeping the valve from closing.
Not sure which valves or solenoids you have.
Is there a lever under the solenoid? Make sure that's not flipped on.
