Hunter Rain Clik sensor status and bypass always flickering red

My Hunter Rain Clik sensor status and sensor bypass lights are always red and flickering very rapidly. The transmitter battery still works, so that's not an issue. And the reset procedure (unplugging, holding down bypass button when plugging back in) doesn't produce an amber light at all. It just goes right back to both lights red and flickering. Any suggestions?

How do you know the battery in the transmitter is still good? Isn't the Rain Clik sealed shut so there's no access to the battery?
Maybe it's still under warranty.
According to the manual a flickering light indicated a low or dead battery. Page 6.
