Rainbird ESP modular

I'm troubleshooting a Rainbird ESP for a non-working system. When I set the control manually to each zone I see 24v at that zone's wire block. However, I noticed that ALL zones show 24v at the same time when only one zone should be active. I reset the controller and still have the same issue. Have you ever had this problem?

Did you disconnect the common wire before checking the output?
Sometimes the wiring is messed up and the voltage goes down one wire and up the other.
I'm assuming you're touching the common terminal and a numbered terminal at the same time.
