Moving from a drip system to sprinklers and having issues

We are currently in the process of redoing our front yard and taking it from bushes and rocks to grass. There was a drip system installed in the front yard prior to our start that worked fine. Now that we have set up sprinkler heads it is not working as well.

We have determined there is a pressure issue but we aren't sure why. We know there are no leaks or issues with the pipes as most were just laid and the rest were checked.

Here is what we do know... We have 2 places for a hose to connect within about 2-3 feet from each other. One of them when tested shows 80 psi and is about 15 gpm. The other one (where the system is set up) shows 20 psi and 9.375 gpm. A thought we had was maybe there was a pressure reducer somewhere between the two or somewhere along the way. Any thoughts would be greatly appreciated!

I'd say one of the hose bibs is on a pressure regulator.
