Backflow preventer -- should I hear water running through it all day?

I had my irrigation system set up for the spring. When I was examining it today, I heard constant water running through the backflow preventer. When I turned off the inlet to the backflow preventer / irrigation system, I no longer heard the sound. Is this normal? Maybe I am misunderstanding the purpose of the backflow preventer. Why should water run through the assembly outdoors all day, even when the irrigation is off?

Here is an attached picture of a setup similar to mine. THanks!

Edit: Also, when the inlet is open, but the backflow preventer's valves are in the off position, water leaks through the preventer. Why is water running through it when the irrigation is off?

Nope there shouldn't be water running constantly. It should run only when the sprinklers are on.
Either there's one or more valves on or there's a broken pipe.
I suppose there could be a hose on somewhere.

I some times see these connected to a pool fill.

Do you have a pool?

It could be that it is directly connected to the pool fill.

You may have a separate one for the Irrigation.
