Sprinklers running even when solenoids and controller disconnected

Hi I have 11 stations and station 1 and 2 come on once I open the main irrigation system water valve, even if I disconnected the controller without the battery and without the solenoid being connected. This first happenned when I tried to replace the valves, but then I put the old valves back and still doing this. Please help, thanks.

so fix the valves - with the controller unplugged, there is nowhere else to look
